Com o seu caráter universal, a segurança humana é o ponto fulcral na ligação entre os 17 Objetivos de Desenvolvimento Sustentável – Agenda de 2015 a 2030 da ONU, porque a segurança humana junta todas as preocupações que estimulam o diálogo e a cooperação entre os Governos, as instituições e a sociedade civil rumo à formulação das vacinas de políticas integradas para suplantar as dores agudas de pobrezas, doenças, injustiças, riscos, desastres, crises, conflitos, crimes, violências, desigualdades, manipulações, preconceitos, discriminações, exclusões, intolerâncias e violações do meio ambiente, que criam percalços ao desenvolvimento humano, dificultando a elevação da dignidade, da qualidade de vida e do bem-estar aliados ao grau de satisfação das pessoas, em qualquer lugar, a qualquer tempo, de geração em geração.

Sem o potencial da segurança humana não há como gerar sólidas fontes de valores e mecanismos de governança, em condições de produzir o desempenho proativo do crescimento econômico, do progresso social e da proteção ambiental em todos os níveis e circunstâncias.

ecause of its universal character, human security is the focal point in the connection among the 17 Sustainable Development Goals – United Nations Agenda from 2015 to 2030, since human security brings together all the concerns that encourage dialogue and cooperation between Governments, institutions and civil society. Those are needed for formulating integrated vaccine policies for overcoming the acute pains of poverty, diseases, injustices, risks, disasters, crises, conflicts, crimes, violence, inequalities, manipulations, prejudices, discrimination, exclusion, intolerance and environmental violations that create obstacles to human development, hampering the elevation of dignity, quality of life and wellbeing allied to the degree of satisfaction people feel, in any place, at any time, from generation to generation.

Without the potential of human security there is no way to generate solid sources of values and mechanisms for governments in conditions to produce the proactive performance of economic growth, social progress and environmental protection at all levels and circumstances.

Con su carácter universal, la seguridad humana es el punto fundamental en la conexión entre los 17 Objetivos de Desarrollo Sostenible – Agenda de 2015 a 2030 de la ONU, porque la seguridad humana junta todas las preocupaciones que fomentan el dialogo y la cooperación entre los Gobiernos, las instituciones y la sociedad civil rumbo a la formulación de las vacunas de políticas integradas para suplantar los dolores agudos de pobrezas, enfermedad, injusticias, riesgos, desastres, crisis, conflictos, delitos, violencias, desigualdades, manipulaciones, preconceptos, discriminaciones, exclusiones, intolerancias y violaciones del medioambiente, que crean percances al desarrollo humano, dificultando la elevación de la dignidad, de la calidad de vida y del bienestar aliados al grado de satisfacción de las personas, en cualquier lugar, en cualquier momento, de generación en generación.

Sin el potencial de seguridad humana no hay como generar sólidas fuentes de valores y mecanismos de gobernanza, en condiciones de producir el desempeño proactivo del crecimiento económico, del progreso social y de la protección ambiental en todos los niveles y circunstancias.

Ph.D. em Direito Penal com Pós-Doutorado na Universidade da Sorbonne, Paris, França. Professor Titular de Criminologia e Direito Penal da Universidade da Amazônia, Brasil. Membro de várias Comissões de Experts de Alto Nível criadas por Governos Regionais e pela ONU para promover a modernização da Justiça Criminal, aplicação da lei, sistema penitenciário, segurança pública e desenvolvimento sustentável no Brasil, América Latina, Estados Unidos e Europa. Autor de 23 livros e 85 artigos sobre geopolítica do crime, controle da violência, prevenção do crime, comportamento criminal, crime organizado, criminalidade transnacional, crime via Internet, alternativas penais, reforma das prisões, mediação de crise, justiça restaurativa, vitimização, terrorismo, proteção da privacidade e sociedade mundial do risco. Atualmente, o Professor Edmundo Oliveira é o Coordenador Geral do Comitê Permanente da América Latina para a Prevenção do Crime (COPLAD), o qual é um Programa do Instituto Latino-Americano das Nações Unidas para a Prevenção do Delito e Tratamento do Delinquente (ILANUD), com sede em San José, Costa Rica.

Member of various High-Level Experts Commissions entrusted by Regional Governments and by the United Nations with promoting the updating of Criminal Justice, law enforcement, penitentiary system, public safety and sustainable development in Brazil, Latin America, the Unites States and Europe. Author of 23 books and 85 Articles on geopolitics as crime, violence control, crime prevention, criminal behavior, organized crime, transnational criminality, crime on the internet, alternative punishment, prisons reform, crisis mediation, restorative justice, victimization, terrorism, privacy protection and word risk society. Currently, Professor Edmundo Oliveira is General Coordinator of the Permanent Latin America Committee for Crime Prevention (COPLAD), which is a Programme of the United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD), whose headquarters is located in San José, Costa Rica.
